The brain and nerve centre. Diversification is counted in countries but delivered by establishments. A source country with one accredited plant is not diversified. This view scores the accredited overseas estate and the local farm base together, because in a disruption they are two halves of the same substitution calculation.
Local Production Trajectory Against the 2035 Targets
Fibre — 8% today, 20% by 2035 SFA
Fresh leafy and fruited vegetables, beansprouts and mushrooms. The widest gap to target, and the category where local production matters most because leafy greens are the least substitutable from distant sources.
Protein — 25% today, 30% by 2035 SFA
Eggs and seafood. Closest to target. Seafood farm productivity rose about 27 per cent in 2025, from 40.7 to 51.5 tonnes per hectare per year; egg output saw a slight decline attributed to localised operational issues.

Farm counts have fallen while output per hectare has risen. That is the signal the platform should track — resilience comes from productive capacity under controlled conditions, not from the number of licences issued.

SFA identifies disease outbreaks as one of three principal risks to Singapore's food supply, and notes that unlike crops, livestock take longer to breed and grow — a single incursion can disrupt meat supplies for months or years. Bird flu was detected on a poultry farm in Brazil. Singapore had no poultry from the affected farm, and was still able to import chicken from unaffected areas because regionalisation agreements were already in place.

Prolonged heavy rain depleted crop yield from many vegetable farms, reducing supply to Singapore. Vegetables were often of poorer quality and spoiled more quickly. Importers sourced from alternative countries; locally grown vegetables cushioned the shortfall.
Chokepoint Disruptions, 2021 and 2026
In March 2021 a 400-metre container ship grounded in the Suez Canal, blocking it for six days and causing a backlog of over 400 vessels and months of schedule disruption. In 2026, conflict in the Middle East led to a blockade of the Strait of Hormuz, disrupting not only energy but fertiliser flows — with higher logistics costs, lower agricultural yields and potential food supply disruption downstream.

Diversification Working — the Egg Case
Malaysia accounted for 72 per cent of Singapore's egg imports in 2019; by 2021 that had fallen to 52 per cent, while the share of locally produced eggs rose from 26 per cent to 30 per cent. Singapore received its first batch of eggs from Poland in June 2020, and has since added sources including Lithuania. Diversification is not a slogan here — it is a measurable, dated reduction in single-source dependence on the most concentrated staple protein.

Food shocks rarely begin as food shocks. They begin as feed, fertiliser, energy and freight. SFA's own account is explicit: the 2022 Russia–Ukraine conflict led to a shortage of animal feed, which affected protein production in some countries and contributed to export bans in the months and years that followed. Why Produce Disrupts Differently
Quality fails before volume
In the 2022 regional rainfall event, vegetables reaching Singapore were often of poorer quality and spoiled faster, before tonnage fell. An importer watching only arrival volume sees the disruption late.
Upstream inputs bite hardest
Fertiliser cost shocks in the source region raise production costs and reduce planted area one to three seasons out. It is the earliest available signal on this line and the least watched.
Local production is the real buffer
Locally grown vegetables cushioned the 2022 shortfall. On this category — and only on this one — the Grow Local pillar is a genuine short-horizon substitute rather than a long-term ambition.
Rice — a Price Control Regime
Rice sits outside the food safety framework entirely. It is a controlled item under the Price Control Act and the Price Control (Rice) Order 1990 issued by the Minister for Trade and Industry. A licence is required to import into Singapore or the Free Trade Zone, to re-export, and to carry out wholesale dealings — and government-designated warehouses form part of the regime.

ASEAN food security is a network problem
A Member State may diversify nationally while ASEAN collectively remains exposed to the same producer, the same climatic system, the same river basin, the same animal disease, the same feed input, the same fertiliser source or the same shipping corridor.

What Moved the Index
A strengthening El Niño over a concentrated production base
NOAA's Climate Prediction Center holds an El Niño Advisory with a greater than 90 per cent chance of a very strong event through the northern autumn and winter of 2026-27. PUBLIC The ASEAN Specialised Meteorological Centre put the Niño3.4 index at 1.3 °C in July 2026 and expects further strengthening, with a positive Indian Ocean Dipole developing over the same window — a configuration that historically compounds the drying effect across the region. PUBLIC
The exposure is structural rather than incidental: five Member States account for 90.9 per cent of ASEAN paddy production. DERIVED A regional climate signal is therefore not eleven separate national risks — it is one risk with eleven balance sheets attached.
Fertiliser, one growing season behind the headline
The closure of the Strait of Hormuz on 28 February 2026 placed roughly a third of global seaborne fertiliser trade at risk, blocking about 21 million tonnes of annual urea and 4 million tonnes of DAP export capacity. PUBLIC Urea roughly doubled to above US$850 per tonne in April before easing to US$453 by June; DAP rose from about US$580 to about US$770. PUBLIC
Fertiliser is in the commodity universe precisely because it is not food. Input cost and availability reach yields one to three growing seasons out, which means the upstream dimension is the earliest reliable warning AFSIM produces — and it is currently the second weakest.

Why Five Dimensions, and Why Upstream Is One of Them
The first four are conventional
Availability, access, stability and resilience follow the established architecture of food security measurement, which makes AFSIM legible to institutions that already work with those categories and comparable against existing national frameworks.
The fifth is the differentiator
Fertiliser, feed, energy and freight are not food, and most food security indices exclude them. They are in AFSIM because they are where a regional food crisis actually begins. An index that reads only the food layer detects the crisis at the harvest; an index that reads the input layer detects it one to three growing seasons earlier.

The Decision Point Is October
The ASEAN Specialised Meteorological Centre is due to issue its October-to-December outlook through the ASEAN Climate Outlook Forum. If that bulletin confirms a strong El Niño alongside a positive Indian Ocean Dipole, the published expectation is an escalation of fire and drought emergency measures across Indonesia, Malaysia and Thailand, and a higher probability of export restrictions on rice and palm oil. A signal of rapid weakening would allow preparations to be scaled back.
This is what an early warning system is for. The decision-relevant question is not what the October bulletin will say. It is whether the substitution headroom, reserve adequacy and trade-restraint position have been quantified before it is published, because after publication the region is negotiating under a price signal rather than ahead of one.
Animal & Plant Disease Monitor
Disease is the second correlated exposure. A single pathogen crossing borders removes protein supply from several Member States at once, and the trade measures that follow remove it from several more — which is why the propagation model reads outbreak notifications and trade restrictions as one chain rather than two.

Why Regionalisation Is a Food Security Instrument
Country-level bans remove more supply than the disease does
A national-level suspension in response to an outbreak in one province withdraws that country's entire approved establishment list. Where several importing states apply the same measure to the same exporter simultaneously, the supply removed from the regional market is a multiple of the supply actually affected.
Zoning keeps unaffected supply in the market
The Philippine adoption of ASF regionalisation in November 2025, in line with WOAH standards, is the practical form of this. AFSIM tracks regionalisation adoption as a resilience indicator because it changes how much supply a given outbreak actually removes — a policy variable, not an epidemiological one.
